I have some FLAC files I want to burn to disc. What is the best way to convert them to burnable files without losing quality?

Try FLAC frontend. Works like a charm...

I've been doing some research and one website says that Nero CD burning software will do the FLAC conversion automatically in preparation for burning a CD. (At one point, you needed to download an extra plug-in for the FLAC conversion, but that may well have changed as Nero has evolved).
Nero is bundled with a number of CD burners, so maybe you even have a software disc gathering dust somewhere?

When I bought a Lite-On external DVD burner years ago, Nero came with it.

I think I have a Nero 6 disc somewhere. I remember installing it on an older computer I had but wasn't very happy with it. I may dig it out and try it again.
